As for the submarine design I would say the max amount of torpedoes and best engine
If you feel like starting your preparation a bit earlier you can attack the UK's fuel imports (civilian infiltration) because it's totally reliant on trade to get the oil to run its ships and planes. If you are able to starve the UK of fuel you will be able to largely ignore its navy.
UK is uniquely vulnerable to this compared to a country like America which is basically impossible to starve of fuel unless you do weird ♥♥♥♥.
It would help if you tell us what nation you're playing.
- Call in Italia -> take the Suez Canal -> naval invade the UK
- declare war on france as fast as you can -> take that nice fleet -> declare war on UK -> naval invade UK
- dont naval invade -> build fighters and transport planes from start, dont build other planes -> paradrop on UK
