Unable to deploy railway gun

Hello,
I've just had an issue in game where I'm not able to deploy my railgun.
It says "Capital inaccessible" even though I have railroads from my capital. I also have a lot of manpower, so that should not be an issue.
I will admit that I AM playing with mods so it could be those causing this problem, but I wanted to ask if anyone encountered this anyway.

Railway gun should autodeploy in your capital, if you have enough manpower.
1 question though - do you have NSB DLC or was the railway gun added by mods?

This happened to me when playing Ethiopia. I found out that when I moved capital to Aksum the game did not create a "capital supply hub" there, which was also causing a mess with my supply lines.

Solution in my case was to build a supply hub in Aksum - two railway guns appeared immediately. Supply is now working as intended, too!

I am having this issue currently but that was not my solution. Any other ideas?
