In general if you want aggresive early expansion you usually want mils asap. For long term target as many slots/civs can be better. The same goes for bonsues like tourism - it can be big if you will utilize for couple of years but probably useless if you are going to early war. (though i think myself I would choose it even for ~year. Stability > War support for me and change oof mobilzation si both jsut extra PP and also I would do it probably much earlier before reach this in the tree)
Also to consider:
- the debt overall is possibly not so big deal as it looks, it can be also affected by focuses from other part of tree
- in long term thinking you can consider prioritize any source of manpower as it is probably most limiting factor for small countries like Greece.
It's weird that the right side helps you pay off the debt while the left doesn't which seems like it's pushing you towards just reneging on the debt but it also gives you more relations with the powers that you are indebted to and using designers from those countries that you lose if you are at war with them.
For example:
Industrial designer that provide -7% consumer goods
Infantry equipment designer that provide +5% attack for infantry
The political advisor for -5% consumer is also not too bad, but Greece has so many good one that it's less relevant.
Also both side can take the same in the middle brand (outside of their focus that lead to it).
So you can also boost tourism with the right branch.
The right side's designers seem to me to be objectively better than the left side and have no risk of being lost due to their home country being at war/annexed. But I feel like that's the best part of the right side, as the left side is overall more useful.
