Can't assign roles to tanks.

Very frustrated. The drop-down menu selects tank roles like "anti-aircraft", "flame tank", "tank destroyer" etc... is totally blank. I cannot assign any roles. Hence I cannot make any of the associated companies in my divisions. I can design the tanks in their intended role but it just saves them as light, medium, or heavy tanks. I have restarted, changed the graphics, moved the window, and uninstalled the game. Still having the issue. Not occasionally, 100% of the time. Any help is appreciated.

I do not have any mods.

I do have all the big DLCs.

When you set up your tank's design main armament, there should be an icon in the lower-left corner of particular armaments that enable the options to assign roles(in order for these guns to appear you have to research corresponding techs, like engineers 1939 for flamethrowers for example). Though it just seems like you have some sort of issue with the game or DLCs.
