Infiltration is broken since you cant get more than a few levels total before its uprooted meaning you have to basically solo china and japan with less than 7 mil factories. Your also denied the warlord mechanics. I cant figure out how it is even remotely possibly do this.

Manually justify on your neighbors ASAP. Retake core is a fast justification. You can considerably increase your manpower, resources, and IC. From there you can build up your guns. Optionally, you can ally with the USSR.

You can get some powerful bonuses. Opium trade has a massive buff to consumer goods.

Also, don't forget to reduce your conscription law, you're never going to run out of manpower.

As the others have said. Race down your focus tree (There are free war goals in it) and manually justify. If you get the 3 nothern Warlords you will have a decent industry and enough pops. Then just roach in the mountains. Let Japan reck itself upon you and let china get destroyed by Japan. Then sweep them both up.
