i saw the gameplay that ur talking about (there is alot of video with burgund that still alive in 70) but all of my state have more than 90% loyalty of Himmler, i don't have many trouble and i go far enough with the investigation so idk
( in one of them, the guy do not have all of his states a loyalty to Himmler, even some are not even in color purple, and the country still alive in 73s)
