carriers are horrible mircromanagement now. Not like before, new carriers automatically get airwings filled with zero planes. sounds good at first ;), but they don't fill ever !! you have to delete the empty wings llisted for the carrier and add new wings after that, given you have planes in reserve.
Also it is no longer possible to train carrier aircraft based on airfields, as any CV fighter/CAS/Torpedo airwing created on an airfield will have 100 planes ... and you cannot split anymore ... so it takes longer to get a fully operational carrier :(

Step 1: You CAN train naval aircraft at land air bases
Step2: When you want to ready a carrier air wing, transfer a wing of 100 from the land air base to the carrier; only 10 will fill, the remaining 90 are left at the air base.

You should calm down, relax, read the HOI IV Paradox WIKI, study the in-game tool tips and make some basic attempt to learn the game. Your comment, "i'm close to give up that pile of crap named HoI4" [the incorrect grammar are your exact words, not mine] is a clear example you spend more time trashing the game and NO TIME attempting to learn the very basics of the game.
