So an animation shows that it is "rolling" right? behind the green arrow. and you are not getting logistical warnings or anything you know, like setting a motorized unit to attack when they have no fuel.
Also check if there are units assigned to that offensive line. If there are offensive lines without units assigned you should have a notification symbol near the front name. You can also check directly by zooming at the offensive line and see how many units it has.
If you have only one offensive line, the fastest way to assign them is to select all and CTRL+ click the offensive line.
Green means organisation, without it a unit can't fight. The AI will try to replenish low org units.
Brown means equipment, without it you may even lose if you have a numerical advantage. Make sure to give reinforcements always the highest prioirty in the recruit & divisions tab.
also check if you deleted all previous attack lines, if they still have remnants of previous offenive lines activated as their order they won't attack the new one. Basically the offensive line (or front line for that matter) will say 0 divisions or No divisions assigned to it
Go to the diplomacy screen for the nation you want to attack and click on Declare War.
given that he's trying to go to war with italy i assume he's playing some democratic country.
Only fascist and communist countries can declare wars at any point, democratic (i assume you're french/british/belgian?) need a high world tension (% in the top right corner) to go to war. as a democratic country it will likely take 2-3 wars for you to be able to declare on someone
