Not really - You're running into overheating, which makes everything slow down to avoid crashing the hardware.
This happens in any game with a growth over time formula.
And yes - If you're on a laptop of any kind, your most likely cause of slowdowns is thermal throttling, because the hardware can't keep running at max for sustained amounts of time.
I'm sorry dude, I dont mean to bash the game, I really love HOI 4, but the game runs like crap after 1945. If the problem is that because of the AI has altogheter 2500 useless divisions, it needs fixing.
Half year after the release and this problem is still here. I have i7 cpu 4790, Gforce 1060 GS, 2 x SSD, 16 GB RAM, modular psu 1000 w etc etc .... and game runs like crap still. FPS drops down to 13 and I have tried to turn off all graphic settings to low just for testing purposes. Was also monitoring cpu and gpu temperatures ... nothing, all is well and low. Nothing worked out ... game is just not well optimized period. One more of those titles "we didn't finish the game yet but hey, lets put it on sale for losers to buy it and we might fix everything over time". So how many patches so far and this crucial issue is not fixed ? Sorry Paradox guys but you won't get my money anymore in the future.
I can assure you one does not require a, as you put it, NASA computer station to run this game with no trouble. Bearing in mind trouble in this instance should mean actual, you know, trouble. Like game-breaking bugs or system crashes. It should not mean your whiny attitude towards any game that doesn't run at MAXIMUM POWER WITH 9000 FPS AND 10K RES!!!111 on your source-cheap rig.

The more defensive the more 'lag'. The best optimization possible it's to reduce the amount of forces under AI control. This can be achieved by playing aggresively. After all... this game depicts the biggest world conflict. Don't be afraid to expand and to control as many countries as possible. I should include that making puppets or playing with factions would work against optimization. The best it's to play alone, no faction, no allieds, and simply annex every new country. You will get a great, noticeable optimization.
