as a major i aim to build civilian untill i have 100 of them then i switch to alternating civ-mil util 1 year before going to war when i switch copletely to military

Mos times i build civ factories until i have 30-60. Right after that i start to mass produce war factories and other war buildings. I never switched all my civ factories to millitary >.<
Zero. Factories from the start and focuses are enough for me. Than I just use factories from conquered nations.
It's a question of which country do you play. If you need many resources and do not want to rush the others (start historical) - I would build them. If I'm he SU there is no need of doing it...

I never stop building them because they are so damn useful. And I've never converted a single civilian factory to a military one. Early game I simply make do with the few military factories I have until I conquer more (harsh occupation is your friend; it gives you 100% of enemy factories). Once I have around 100 civ factories I use them to start spamming everything else I need, if I play Germany usually lots of refineries for rubber. Also civ factories = "money" to buy the resources I lack.

By the late game I can construct dozens of buildings at the same time, fortifying entire borders in weeks and building infrastructure lvl 10 on all paths to the front lines. Once I conquer so much land that occupation starts costing too much PP I slowly dial back the occupation policies, leading to a big drop in factories and resources. But by that time I'm unstoppable anyway.
