dotted red line on the sea
What's the meaning of the dotted red line on the sea?
I tought it means my land unit can cross it, but sometime I can cross it somtime can't?

It's a strait. If you want to move/attack from one end to another and there is an enemy fleet parked in that sea zone, you can't. Otherwise you can move the troops freely.

If there are only land units on the other side, can I still cross it?

if they are enemy you will engage in land war battle with a river crossing penalty as long as the strait is not blockaded

What kind of fort do I use to defend one of these straights? Is it a coastal fort or a land fort?
