Report a translation problem
Seriously now, the country will have a different name if it is being puppetted. Like for example "Republic of Russia" when France puppets U.S.S.R. You should be able to tell this way.

I'm well aware of the name changes. When I said Britian I was always refering to the British Empire, since that's the only version of Britian that exists in my timeline/playthrough.
Speaking of Russia, I tried destroying them entirely as Poland, sadly Estonia decided to puppet them so now they're just a single state nation out of Kalinin.
Edit: And I know they're no longer a puppet of Germany because Germany is a puppet of Latvia, which is part of my allaince.
I had to give up that save which was annoying as I was going for the British empire achievement.
Capitulation is based on national unity. For example, if you go ultra aggresive with Germany you can conquer Franch by taking just a few cities since they only have 25% unity at the start.
Same goes with the USSR, kill them while they have 50% unity and the war is much easier.
Germany on the other hand has really high unity, so in other words you have to take almost all of their land (unless of course you start dropping Nukes).
The bug that I started this thread for is caused by a glitch in that nations that have no core lands at the start of a war cannot surrender.
