Dogs with helmets and a phone?

Hi,
Has anyone else got three black dogs with helmets and telephone in the top right corner when you select an Army? If so, what are they for? Do they mean anything?
It could be my imagination but I don't think they were there when I first played the game?

Weren't the dog pictures placeholders? Perhaps a bug where an icon isn't showing, so I guess the dogs are shown instead.

I just discovered it's the same dog with hat and phone which appears in the tab to report a game crash. In game, I unchecked some Workshop mods and they've now gone.

the dogs are just placeholders for anything that hasn't been given a photo.
