In the bug forum:
https://forum.paradoxplaza.com/forum/index.php?forums/
It's a sub-forum of the HOI4 forum. You may need a paradox account and to link your steam account to get access.
Thats the spirit, oh wait WTF?
Someone comes by and asks for direction which what seems to be a good plan and you just shut em down.
I mean it is one thing to suggest searching the bug report forum to avoid duplicating threads (which indeed is a good idea), but your response is just disgusting...
As mentioned above paradoxplaza is the place to go and you will be required to make an account and link that to your steam account to verify that you own HoI4 to get access to the bug report section.
You would be genuinely surprised at what is never reported. Paradox don't make it easy and many players don't bother. Kudos to the OP for caring enough to want to improve the game.

Just check out and follow the first topic there:

Goodness me - You have to do a one time linking between your Paradox account and your Steam account. It takes almost two minutes - Eff that, too much work amirite?
And why should anyone have to give Paradox access to their steam details? It doesn't bother me but it does bother some people.
Not every access token on the internet is out to steal information that can't be used against them anyways.
If someone chooses not to link their game, their loss (of tech support and access to other subforums for those games)
I disagree with good reason to everything you have said - but as it off topic I am not going to bother repying any further.
