Help with commands

So how do i use these commands:

add_opinion
add_interest

If i type add_opinion FIN 100 when im playing for ex. as Norway nothing happens, it doesn't improve our diplomatic relations. Sure the console says "Finland has +100 opinion about you" or something like that same goes with the add_interest.

So help please!
