Reach 0 manpower with Scraping the Barrel as Conscription Law.

Any tips on how do this achievement?

I'm playing as France now and got the Scraping the Barrel as Conscription Law now I have about 11M manpower. I know I can just span planes, ships and units but that's very slow as I keep getting 15K man power every month so was wondering if anyone knows a better way. Thank you.

Only 1k divisions? China's manpower is massive, so unless you lost a bunch of core territory you should have needed to use a lot more divisions than that.

Compared to EU4 this game is pretty ♥♥♥♥♥♥ regarding achievements. Hope they add more, specially for Veteran difficulty. Putting an achievement for losing a game... what a waste of time

Just build a ton of basic full infantry divisions and rush them out as soon as possible. Should get your manpower down soon enough.

It is really easy if you play with a low pop country. If you are going for achievements i recommend doing this together with the 'Northern light' or one of Sweden vs. Denmark trophies. It is possibly even easier with some south american micronations but i never played with them.

For example after you turn denmark communist and take over sweden for the achievement or sweden fascist and conquer the baltics you can just continue to declare war on either the Axis or USSR, by that time you'll have plenty of divisions on the field that will nibble away at your manpower and you can just set a whole bunch up in production and you'll reach 0 in no time. I got it late 1941. maybe 60-90 minutes of playing

I got it with Sinkiang, it's a really easy achieve to get if you go for it...just a matter of time and spam

You only have to have 0 free manpower, so you can just build your lots of infantry units to get this achievment. Another effective way to waste manpower is to produce the worst equipment possible for your units and tell them to rush battle plans, especially if you're going up against an armor heavy force like the German Reich.

Thanks for the responding guys. I've gotten the achievement as France along with Big Entente achievement. After defeating the Soviets, I simply made a division made of only infentry and made my factories only make basic rifles and spammed the ♥♥♥♥ out of making units. Made more than 200 to reach 0 manpower. took me about 20min

I just did this with El Salvador, fairly quickly. They start as fascist in Central America. I picked the political effort, industrial effort then nothing else until I got the 750 political power to be able to switch to "Scraping the barrel" later. I had maxed the division training queue and deployed them as soon as it was possible (20% training completed for each division).

In the meantime, I started justifying war against the United States. When I declared war, I was able to switch my conscription policy to "Scraping the barrel" right away. Germany invited me to join the Axis. I justified war against my neighbours and kept deploying the troops as soon as I could. I have earned the achievement in 30-40 minutes. It is fun seeing El Salvador with 75+ divisions. Naturally, all of my neighbours joined the Allies and they spanked my army real hard with their combined forces, but I played this one purely for the achievement so it is not a problem.
