after that, it is countries that are +50 factories. but must be 3greater then the next candidate to become a major.
Acording to the Define file there need to be at all times 7 majors.(50factories +)
After that, the +3 rule kicks in.
so say the 7th major has 61 factories.
then country nr 8 needs 64 factories to take its place.
Then there is a execption to that rule, where countries can become a 8th, 9th,10th(etc) major power.
This is when country has more then 0.7 the avg. factories of the top 7 countries.
not sure how they count it, but its either have 0.7 factories more then the avg. top 7, or 70% more then the avg. top 7.
could not find any more hints/clues and the 'tooltip' behind it is equally confusing as the number.
any player nations is also a major power
