Make some 100 infantry divisions to hold lines, 7inf+2art. Rest makes armor divisions, preferably with SPG in the mix. 30 are enough, more just means you can advance faster.
Your armor will cut through enemy easily, just make circles and cut off enemy divisions for infantry to mop up.
Preferably use air support too, but I could beat SU without it as experiment.
The USSR is strong the longer the game goes on because of getting rod of the Officer Purge and then getting lots of benefits, as well as building more factories and producing more divisions. (Things that take time)
If you play as Germany, it is extremely possible to take all of the USSR, especially on anything except for the hardest difficulty. :)
But you do need to remember, historically, Germany only won in the beginning, then the Soviets pushed them back and, with the allies, won the war. :)
Germany, played by people especially, can steamroll the USSR. If the Soviets get dragged into a war with the Germans before they've solved their horrendous problems, they die.
None of this matters between the AI however, because the largest problem of all of course, is the state of the game's AI. Seriously, the German AI can't find their own ass in the dark with the aid of a flashlight. Whenever Paradox decides they wanna fix the AI, Germany should start making it past 1943 again.
Lol that´s not how it works. Panzer divisions aren´t only tanks, so it´s not like he would ever even be commanding 24 divisions of medium armor and SPG or any other vehicle, of 40 width...
There will be infantry always. So, what really matters is that he will be giving bonus to the PART of the army that is tanks while gaining skill, which will then benefit everything he commands. If you make several small armies of generals commanding 3 or 4 panzer divisions, you are playing wrong. Once a general is commited he should be commanding his limit of 24, even if he won´t get the direct bonus of the Trait.

This results in Hitler frantically sending divisions across his entire country, and also to Italy and Africa because the AI doesn't know how to prioritize its own borders over Africa. Oh, and if Japan has joined/later joins the Axis, Hitler will also send some guys over to Japan, though they usually get sent to the bottom of the English Channel by the English navy because the AI doesn't take into consideration that enemy navies exist or that they won't just let troop transports move past them unopposed.
However, thats not the whole reason. The AI is painfully bad and the Germans dont know how to take advantage of their initial superiority. The purge often has no bearing on the war either since if its done as one of the first NFs then the debuff will be gone before 41.
Historically the Germans did much better than anyone could have really expected on both fronts. Expecting them to win against the SU without player intervention isnt something which should happen.
