and u also can chance how moderate or harsh that provinces get ruled (click on the ressistance button)
So, just add MP into your cavalary design, set 2 pieces of cavalary with MP as support and you are good. This kind of unit will train fast, its cheap and can do all you need.
Also, prince of terror helps a lot, if you are expecting long war (vs Allies f.e.)
it takes time for it to go down, the best way to reduce it is with compliance, be sure in your div training tab to set garrisons as max priority
and set your garrison default template to be a single cav unit
you'll be fine if you do this, just let the compliance do it's thing

Once you have the template, set your occupied territories to that template, you can shove more horses, military police, armored cars, etc. Supression is the important factor with garrissons and resistance.
Resistance may raise at first or may continue to grow for a bit but will usually stabilized and start going down, though some areas usually have higher resistance and may need larger garrison divisions (Benelux for example)
This method is useful for gaining compliance as well but sometimes its resistance is something you want to bring down quickly, switch to local police force or military governor as those are the more useful ones, both will practically loose compliance, but will hamper resistance more effectively, military gov providing a manpower boost.
