Is it like naval invasions that you can drop more when you upgrade? I just "sealioned" my way unto Britain with 3 stacks of 12 paratrooper II divisions each. They were only 10 wide each, I guess it doesn't matter for the number of divisions one drops, but it should matter in terms of transports needed.
It looks like having air superiority does not mean you have "enough" air superiority. In case your paradrop battle command is alternating between red and green check the different tooltips in unit as well as air mode. One of them shows a tooltip of the quality of your air superiority. This level of quality seems to be affected not only by the number of planes and even if the enemy has 0 planes in the region it is possible you can not jump because the following things DO affect the quality of air superiority A LOT and can block a paradrop command - it is just super hidden in tooltips of the air mode.
Therefore it is very likely not a bug but everything worked as intented but it was just not easy to see from the interface what was happening. I have still no idea why I suddenly was unable to jump after several successful jumps - likely because the range of the new region was larger then the previous regions and in the passed time the air base had used up more logistics and suddenly the modifier increased to -99%.
I had this problem after division experience dropped from regular to green after some template editting. After brief exercise session my troops relearned how to fall from flying planes once again.
I imagine the scene :
"Damn! HQ sent us a pair of binoculars each so we can do better recon ! There's no way I can jump with that thing around my neck !"
