Leg Infantry includes all four of them.
Most important things for Italy are good planes and good battleships. Carriers are dumb until mid-late game (after 1942).
This playthrough I helped Franco win and took over Yugoslavia, also very mountainous. My hope is to beat the Soviets once I get a strong faction set up. If Germany loses or I have to fight them again, also a very mountainous region. Also might end up fighting back the Soviet Caucasus offensive in Turkey. I've even got a couple mountain companies in my infantry divisions to dampen the penalty. Assuming I get far enough, I'll probably trade some Alpine divisions for my cavalry divisions, which are tank-escorted motorized infantry, and adjust recruitment appropriately.
I'm basically trying to avoid fighting the allies, which really wasn't that hard to manage during the playthrough that turned into a mess. I just couldn't recover from early Soviet strategic bombing, because I didn't know what I was doing until far too late. This time I should be able to keep air superiority and hopefully get good strategic bombing in once I get to fighting major powers. And I've made way more civilian factories while it's nice and quiet, working on air defense construction.
And yeah I agree carriers are useless until you're branching out quite a ways.
