What is "Reinforce Rate" ?
Can anyone explain in details what would "Reinforce Rate +2%" give?

The tooltip explains well what it does. When you are in a fight, you have divisions who are engaged in combat and reserves who are sitting back. Reserves have a % of joining the fight every hour. That % number depends on your reinforcement rate.

Okay, this concept is a little odd to me, say, I have two fronts:
1- with 50.000 men on infantry, if they die during battle, my "reserves" (manpower?) goes to replace them little by little?
2- I have a squad of 100 planes, if I lose 8, I understand new airplanes would auto refill this squad (by the reinforcement rate, correct?)

So it works only with motor/air/naval divisions ?
I don't remember seeing "reserve" divisions of infantry, unless it counts the ones in training.

No, reserves are normal divisions. When you click on a fight balloon, it shows divisions engaged in combat and bellow it says reserves and shows a list of divisions. There is a combat width that determines how many divisions can be engaged in combat at the same time, without having penalties. The rest will be on the reserves and reinforce when a spot opens up.

Their chance of joining the fight depends on your reinforcement rate. When I say fight, I literally mean an engagement.
