Cant create Puppet States

I tried to find something about in the wiki, but alas, with no success.

If I´m well underway in the war (germany, Tension 100 %), is there any possibility to create puppet states? Poland, France, Turkey, whoever I attacked joined the Allies and then I could only annex their territory, when they capitulated. I can release them after I conquered them, but then they dont become puppet states but regular independent countries again.

Is puppeting only possible before they can join a faction or after the whole WWII has ended in an peace - Conference? Or have I missed something?

Puppeting as far as i know is only done in the Peace conferance.

peace conference? Haven't had one yet.

I figured out you can still puppet national and republican Spain and Hungray with 100% world tension as Germany.
I did this before the allies were with war with me though, that might have played a factor

when i declare war with them they won't join the allies nor do i anger the allies, then i simply make them capitulate and puppet them in the peace conf.

And so you get a peace (mini)conferance between you and spain. where you get the choice to puppet them.

On the peace conference screen you have options for country - like took all countries or puppet, sattelite (make puppet of part of country)..

Beside there is few puppets created by events or focus tree even if war is still going (for Germany namely Slovakia or Vichy France)

So, against a faction, no puppets until the faction itself surrender and you get a peace conference. Thanks, that helps.
