How To Use Rocket Sites?

Hey, I'm a bit new to Hearts of Iron IV and I was wondering how to use the rocket sites. I have already constructed them, do I have to produce rockets? Or is it possible to just launch them?

Same as air planes (but they get automatically constructed at the site). Early models' range is short.

Ah, and I think they don't start producing until you have the first engine tech, but I may remember this one wrong. Not using them very often, TBH.
