How do you create a faction?

you need to get the national spirit to do so. If a minor nation it is in the national focus tree.

go to diplomatic options of a country(not your country) and you will see the option to create a faction.

what is the name of that spirit, I believe its Why We Fight, but is there an easier way to do it than to be fighting a defensive war?

If you are democratic or neutral then it's why we fight, if you go for communism/fascism then I think it's called "Idealogical Fanaticism". Most major nations can create their own factions via a focus tree and get members or start with one.

To create one once you can, you have to find a willing nation.Same ruling party and you may need to be in a war, it depends.
