In the stuff that pops up, the first row is "Laws & Government". The icon on the far left in this row is your conscription law. Click on it and then use political power to change your law. Conscription law from least manpower to most is....
Disarmed Nation, Volunteer Only, Limited Conscription, Extensive Conscription, Service by Requirement, All Adults Serve, Scraping the Barrel.
Each new law on the chain increases the % of your population that can be recruited. It's not a gradual increase, you just get a huge lot of new recruits dumped into your pool. Bigger is not always better though, as you start to see penalties to training time, construction, and factory output above Limited Conscription.
Also, if you capture enemy territory, then, after the war/at the peace treaty, officially make the lands yours and you will get access to a little bit of the population there for your manpower.
If I'm playing Germany with their overflowing coffers of political power due to Adolf, I stay at limited until I nearly run out of MP, then switch to extensive. But if PP is going to be an issue, then yeah, it's not a bad idea to jump straight to extensive.
Just to be sure, you are trying to say that you have plenty of manpower already in your army, or also on that field on top of the screen where it says the available (free manpower)? Because if that number is 0 except on the 1st of every month, then you don't have enough manpower to fill your needs.
