Report a translation problem
They go into exile so to say and hope that their fellow allies will free them again! Only nations that aren't in any faction yet can be annexed due to a peace-treaty. Alternatively you have to destroy the whole faction to "annex" them!
Before the war with the whole faction ends they will always be only "occupied"

To answer your question though, they had an ally who guaranteed them and went to war with you when you declared war. They don't necessarily have to be in a faction to join a war against a common enemy.
