How do you change home base for fleets

Hi
So I'm having issues with rebase my navy. The game says that Ctrl+RClick on a port to assaign
New base port.

However. It does not work for me.

Does anyone know how to rebase? Cause rightnow All my fleet are based in one single port which is impossible to give them enough supply.

Ctrl+rightclick on the naval base icon not province itself. It should work. If it's not working maybe it just bugged out, try reloading.

You might need to click on the Home Base item under the fleet first so the screen knows you want to manage the item, then Ctrl+RMB on the new base.
I have successfully changed my Fleet home bases this way.
