Also, if you took the russian or german land doctrine, they have some options to add more percentage of your population to manpower.

Train and upgrade the quality of your armies to do more with less. Put field hospitals in all your divisions to conserve what manpower you have left. Can't expect a low population country to have the manpower take over the whole world though.

make sure you dont have total mobilization in combination with a lower recruitment, this will give you a negative manpower modifier and set it to 0. ie total with limited conscription would give you a -.5% i think total mobilization is detrimental for smaller nations from what i can tell as higher conscription incurs significant factory output making the gains nonexistent

It's just something you don't expect to be be a major thing, but it's painfully realistic.
Looks like you have to watch not to fight too many battles with high losses.
There are only a few countries in the world that can afford to waste "human ressources"...
On the other hand it's very interesting to see how this may influence aggressive nations like germany in a longlasting war and if this will work out like in reality (with them not beeing able to compensate losses of pilots etc).
Loss of planes is very high for example and drains a lot of "human ressources".
Well you can go infantry + artillery as a manpower limited minor, you just need to make sure to slap a gield hospital onto every division and kep that tech up to date(the manpower trickleback and exp retention is quite powerful).
But that would destroy the balance ofc :D thats the problem
Then again the Germans did have a very good conscription system. "I see you have a nice family, it would be a shame if they got deported or shot because you didn't show up for conscription."
