doesn't matter if no one is trading for you you lose those resources (until you lower your trade law)
but IF a country imports from you you gain extra factories.
after playing america i've gained like 40+ civilian factories because people were trading with me while i can play france or britian. and not see a single country import from me despite all the resources my trade law is shipping out
True - Which is why I wouldn't consider embargoes unless I happened to be sitting on the worlds largest deposit of oil or rubber.
