At the start just build lots of factories and bases since your operations will be quite spread out.
And maybe conquer the whole of the americas as part of a modified monroe doctrine ;)
While you're at war with them, you're allowed to change your economy to Partial Mobilization, which basically "wakes the giant" very early in the game if you rush it.
Be aware though, they may join the axis and then drag you into a war with them. However, this could be seen as a good thing aswell, as it lets you play a much more active US from early on.
This. I did exactly this during my US playthrough, and then entered the war in early 1940. We had the Axis more or less beaten by 1942, even without help from the USSR. I have now laid claims to most of USSR after the peace treaty, and after I'm done with my current build-up and government change I will Big Blue Blob the entire world :-)
So yeah, going to war to puppet Venezuela works wonders, but you need to change the economy *during* the war. It works!
