Report a translation problem
Filled just means that currently you don't need any of that type of production. It means you either have nothing in training needing that object or no air-wing that needs that plane type. You can keep producing while filled to build up a stockpile, just set up a line with factories and you're good to go!

Has worked everytime. Sure improvement can be made but it works
TRANSPORTS_PER_PARATROOPER = 20,-- Air transports only duty is to drop paratroopers.
so we can conclude that we need 20 transport planes per Paratrooper.
the division had 2 paratrooper infantry and no support or other things. So the total was 32 troopers and they all dropped in one fell swoop with about 100 transports.
maybe the file refers to the original paratrooper template. which is more then 2 paratroopers per division?
and therefor the comment in the define.lua file is aiming to a default template of paratroopers?
the game gets a lot of data from the define file. and a lot of ingame actions/limits/allowances are in the define.
So i'm more inclinded to believe that to paradrop a single(default) paratrooper division would cost you 20 transport planes.
