Capitulation have no effect?

Okay, playing as Italy forced Greece to capitalute and no territories were gained (except which I conquered with land units), their troops were still fighting, On the north Germany conquered Belgium and Netherlands, they capitulated but a lot of troops still were situated in France and Africa. Three words: WTF. I think it because wars don't separated in small ones. We have one great war, but no small (like war against some small country). This system ruins game at all.

Pockets of guerrilla soldiers will try and fight back once their country has capitulated, civilian resistance, put in military police in provinces that are likely to rebel.

No-no-no. They are not resistance soldiers, they are regular soldiers. For example, continental Belgium was conquered, but it had colonies in Asia. It capitulated, but colonies and pretty big army remained. I think it is not fair.

But de Gaulle had only a small part of the french forces with him. In my last game France defated Italy with ease, though they had capitulated.

Imho a defeated nation should loose far more divisions

if a nation is in a faction they only Capitulate ie you occupy them(not full gain control) and have goverment in exile , unless you only fighting one nation with no allies.
so try to gain land early then let world tension decrese other wise everyone joins factions.
