For the airplane/tank designers I'd argue that reliability (if I understand how it's working) is probably the best bet every time. Getting reliability up to ~100% should cut down on the number of equipment losses you are taking, same reason I'd argue maintenence support is well worth the slot.

Equipment is probably one of the largest bottlenecks, even for majors. Anything you can do to cut down on attrition, means more can make it to the front lines. (A large part of why I typically aim for heavy fighters, instead of fighters. They are both more durable, and with the right designer, you can spend a single point in reliability to get 104% reliability, which removes the RNG chance they will just explode on the runway at take off.
