In all of my playthroughs, Germany has opted to demand Gdansk rather than offer to trade for Slovakia (this includes a game where I was a fascist power with 140+ relations with the Reich). Sacrificing Gdansk is a possibility, but the Soviets usually end up demanding Eastern Poland shortly afterwards, regardless of your relations with them. It seems that if you're a faction leader, neither power is ever willing to negotiate in 1939. This is fine for a historical run, but ahistorical games should show more flexibility.
I also agree that the faction is only half-finished. As it stands, it's limited to the Baltics and Poland, when it should include an event to bring in Romania (historically, the Poles and the Romanians had an alliance during the interwar period, so the idea is not too far-fetched). This would make it a true Intermarium. Additionally, if performed early enough, it could give the Romanians the means to resist the Second Vienna Award.
Just my two cents.
EDIT: I just released a mod to resolve the second issue ("True Intermarium Tree"). It adds a national focus for Poland allowing you to invite Romania.
Międzymorze is not limited to Baltic states. It allows you to create the faction and invite a couple of countries by use of national focuses. But you can invite other countries, like any other faction. This is why I suggest going ONR as most of Balkans will be influenced by Italy (their focus tree) and drift towards fascism. It will make it much easier for you to invite them if you go ONR as Poland. You can do it being a commie or staying with BBWR in power. But if you aim for strong Międzymorze best solution is to go ONR. Anyway, you can either conquer or invite most of the Balkans. At that point Soviets are only real threat to you because it's unlikely you'll end up in a war with Allies. Unless you want to that is.
I feel like there should be more bonuses to going this way, or more options anyways. It's nearly impossible to get anyone into the faction after the Baltics, especially if you try to go the unalinged way for the achievement. Romania and Czechoslovakia, the two next logical members, seem to be allergic to factions in the first place (As france, going for little entente, they instantly leave after they accept the alliance) and refuse to join unless they are literally about to be annexed, sometimes not even then. Then Finland and the other Scandinavians won't join until they're being eaten by the Soviets, and that happens a bit early to be a healthy intervention. Japan certainly gets bonuses to being in it's own faction, I don't see why others shouldn't
EDIT: I had the Netherlands randomly ask to join once, that was unexpected
