Make sure that your not trying to put on the base version of the "naval bombers" (ie there are two version of naval bombers, ones for airfields and one for aircraft carriers). Each aircraft in the research tree has that little aircraft carrier icon, that is the version of that aircraft (that must be researched seperately) that is allowed to be loaded onto aircraft carriers.
I mention this only because I noticed in my game if you have plenty of aircraft carrier launched planes in storage (reserve) when the aircraft carrier is produced, it will auto load wings onto the carrier because I had to keep going back and changing the amounts (I like higher fighter ratios than the default).
It works just like an airfield.
1) Click on the airport icon next to the carrier
2) Click "create new air wing"
3) Select a plane from storage / reserve from the box that appears
4) Adjust the number of aircraft. Use caution of using the absolute max deck space as overcrowding penalty gives something like a -40% availablily penalty while on sortie.
