It's...not.

I've had it happen a few ways. Once I just ate France's cookies and took the entire thing with nary a peep.

The next time I had an event pop up offering to create Vichy France...however, I didn't have enough VP to win yet, it popped up before that. I refused the armistace and pursued the war a bit longer to eat the entire country.

the events are screwy. whenever I continue my Italy game I get the event for Italian claims on Slovenia and Dalmatia. :P Every damn time. Give them time to fix it. The German-Soviet Alliance is also broken..
