OP, the reason you got rid of "The Great Depression" when you picked the Fascist side in the civil war is because it created a new country that attacked the United States when the civil war kicked off. The old United States that you sided against still has "The Great Depression" and can still only lose it if they go to war with a great power and pick "War Bonds" as their National Focus.
Actually, I just finished my USA game. I basically played staying out of war and so I couldn't get Warbonds (because it requires war). So I was like damn I'm gonna be stuck with this friggin Depression.
Anyway I was shocked when it gave me the option to elect FDR like a second time and his new deal stated it removes The Great Depression. In 1940 (I think) if your still not at war as the USA you get the option to elect FDR again and he will remove it regardless.

Don't remember exactly when it was but in my game FDR removed my Great Depression. I had to take a -15% penalty to national unity though as the price.
