Also... is because my battle plan was low that a lot of units just hang around with the red "!" in it saying "no order assigned"? They was all in position before I launched the attack, but I didn't waited much.
Tooltip will show your max value and your current value. As for the red exclamation point, that can appear once your divisions reach the assigned objective and have no further orders. Other eventuality is when you create an army but don't assign it to a front line or garrison duty.
Well, I think it's the first option. But those units standing there doing nothing wont move to help others? I do have to manually order them?
No, it's because you haven't assigned them to an order. Select these units, then hover over an order (like an offensive arrow) and I think it's control+click but check what the tooltip says when it comes up.

You can also at a glance see how far along the plans are by the blue bar next to the unit icon. There will be 2 bars in general, one for entrenchment and one for planning and the bar represents how far along either path they are given their max values achieveable.
