Are the cheats for AI and player ? Or just the player? (ones like instantconstruction, morehumans etc)

To be fair, I wouldn't know, if they beat me, then they must be cheating some way or another

If you get Cheat Engine. You can make your own cheat codes or find a table on the website forum. Thats what I did.

from what i've seen, it seems instant construction effects both AI and players. played a game as germany and left it on after giving my eco a kick boost. then was very disapointed to find out that poland had max level land forts + AA guns everywhere

There is console command list provided in wiki description , and is not so extensive.
So i have the same questions as you arround them.
I have use only "xp" one since there and seems work only for me ^^.

The cheat IC does affect AI however there is a little trick around it, there is another cheat simply as 'AI' which toggles the ai on and off. So say you want to build a navy with IC but don't want the AI to use the same cheat, simply turn the AI off till you build up the fleet you want then turn the AI back on.

Eh, true enough that works too, that's what I usually do but the navy needs one day to make one ship, so you'd need the IC on for them while the game is unpaused.
