how do i attack enemy islands?

Naval Invasion. Make an army, move them to a friendly port, click Naval Invasion, select friendly port, then select enemy island.

Yeah you'll have to have a commander leading and when you click on him to see the army maneuvers you'll see the naval invasion and paratrooper buttons.

Yeah I never seem to be able to invade without one. When I don't have a fleet in the region it tells me "there is not enough intel to proceed with the attack" or something along those lines.

You'll also have to make sure that you have naval / air superiority for naval invasions / airborne assaults.

Naval invasions are the worse... then if you get bottleneck on a thin country like Cuba... you can literally run out of supplies and lose half your troops due to attrition. This is why (historically speaking) America dropped a few A Bombs on Japan... I can just imagine how hard and how many more lives would have been lost and ruined (from BOTH sides).
