If you're playing as Germany (for example) and you aren't sending volunteers, that could be what is tipping it as good foreign troops are effective and can make a big difference if used wisely.
This is partly because the Soviet AI will always send divisions, typically their tank and motorised divisions, to assist Republican Spain so you as a Facist power must also support Nationalist Spain otherwise they will lose.
When it's all down to the AI, things get more interesting and it seems kinda 50% 50% though we don't have large enough sample sizes to know.
But other tips like supporting the side you want is quite important and a great source of early xp gain.
