though other factors may be involved too, that's the basic one.
(essentially, you can't crack their codes so you have no idea what's going on in any of the bits where your individual troopers don't actually have eyes on the enemy... which, on a "a division is one manouver/combat element" scale, is... umm... not a very useful amount of information. that's the part that lifts the fog of war enough to know that there are enemies there at all, admittedly, but that's it.)
