What is a good way to increase manpower?
I am playing as Canada and I was wondering what is the best way to increase my manpower.

You have to look up what is affecting it first. mouse over the number - it will show the penalties. then go to national focus screen and look which one removes the penalty.

Realistically you could not clone people in 1939, you could only force existing human cattle into soldiers. So change state policies, specifically recruitment - service by requirement.

I am gonna try to change it to limited conscription, its at volunteer only.

Yes state policy is the easiest way to increase manpower but the higher levels are pretty expensive influence wise.

I am playing UK right now and nothing helped until i removed the "War to end all wars" penalty. Even after that, I had to be very conscious about losing troops, had all divisions with field hospitals (army being main source of losses).

Canada would be in even worse position, i think it had something around 11 mil total population.

My plan with Canada is to focus on a small task force navy, and less of an army. I want to help the UK with destoryers and sub screens.

I changed the government Policy, going to 1.5 percent of population to recruit.

Fascism provides sizable manpower benefits to minor countries.

Still very newby, but as Australia, I have constant manpower issues. For any other newbies, experiment with Recruit and Deploy. Makes sense when you think about it :|

And yeah, Laws and Government like others have said here.

11 million people is a pretty good population for a countries millitary especially with mods that can increase manpower

increasing manpower can be done either by getting higher conscript laws, or you can go with mass asault or mobile warfare doctrine (both could give 5%). also, some countries have focuses that increase manpower.

as UK, you need to get rid of "War to end all wars" penalty to unlock more manpower. you can also use Raj`s manpower to field some of your divisions, as well as releasing some african puppets. Only build best divisions with UK manpower, and have hospital support (with highest possible research) to save manpower in combat.

Force or compromise with the quebecois citizens to get their manpower
Mobile Warfare and Mass Assault increase manpower i believe
