Can't produce guided missiles?

I've researched the last of the Jet engine tree and guided missiles still aren't showing up as a build option. >__<

Any help finding them or confirming that I have some weird glitch would be appreciated. I'm playing as the Soviet Union. I have rocket test site. I honestly don't know what's wrong here. :(

I haven't figured it out myself, to me it looked like they are produced automatically by the rocket sites.. but i haven't checked. They never ran out of rockets though.

Check the sites, they just appear there.

Ah. Okay. The research info made it look like they were a unit that needed to be produced. Hmmm...
