given that it's too late to preorder, so you don't get those bits anymore, the difference is that the colonel edition includes extra unit models, (so various nation's units look more distinct), forum icons (not sure exactly what that's about, might just be on the paradox forum *shrugs*), and wall papers as well as the base game. the cadet version is Just the game.
it's basically standard (cadet) vs "pointless shinies and i want to give the devs more money because they're awesome" (colonel) versions.
(the field marshel version (is that still a thing? I didn't check.) is the "even more pointless shiny things (from memory) plus super-preorder the first couple of inevitable expansions" version)

I would "give the devs more money because they're awesome" btw, but many people say there are a lot of issues to be solved in-game, so a lot of DLC coming - it's gonna require those "more money" - tons of it I guess lol
The game is still raw.
