How is the coop?

Me and my gaming buddy are looking for a solid coop game with a bit of depth. Is HOI IV worth it from that point of view? Can someone please describe how the coop part is working?

The devs are greedy af, but the board game with pieces sold separately, is fun... with mods. If I may, I suggest the Fallout mod.
