If you don't deploy them at once, they train to lvl 2, which gives them no bonus and no penalty. Once they are deployed, you can assign them to an army and let them start exercising, and can level them up to lvl 3 that way. When you do that though, they take attrittion and will lose some equipment.
In the devision designer there are 3 little buttons up towards the top in the middle-ish area. One is red chevrons, another is a white line, then orange chevrons.
A division with the white line will come out with a normal training time at normal experience (No combat bonus)
A division with the red chevron will train faster but be 'green' experience wise, suffering a 25% penalty in combat
A division with the orange chevrons will take longer to train but some out with a higher experience level, getting a 25% boost to combat.
Edit: Turns out I was wrong about this, my mistake!
I think these chevrons are only for replacement priority... golden chevrons get the first pick of equipment so they will get new guns faster than everyone else, and if you don't have enough guns to go around, they will be give priority to stay at full strenght.
Immediate deployment of troops means they will have level 1 xp with no xp progress to next level. Deployment with maximum training progress means level 2 with no xp progress to next level. If you need further xp you need to set your army to exercise mode BUT the highest level you can reach with that is level 3 = Regular. Exercise reduces you organisation and consumes equipment BUT even if all your troops have reached level 3 the won't stop to exercise, you'll have to stop it yourself if want to avoid wasting equipment and having low organisation.
The only reason to continue exercising after all troops have reached level 3 is to raise your nations army experience which you need to edit your divisions and create improved variants of existing tank models.
