1K is as far as they can go. Can probably be set up so you can create variants of transport planes, though.
Create a new air wing the same way you would for fighters,(Click an air field and then click the button that has a plus sign with an airplane next to it.) and scroll down in the list of planes you can add to the air wing until you see your five transports.
I'm quite sure I did some paradrops with the airwing of transport planes just sitting in the base , not being assigned to any air zones.
Note to OP : like Marines, they Paratroopers will quickly find themselves out of supply, so be sure that they can capture a port quickly.

You don´t. Paratroopers suck. Compared to mountaineers and marines... and even in Russia you are better off using fast motorized to get bridgeheads.
I fail to see a real use for them other than roleplaying.

Paratroopers Rock! how the hell else are you suppose to take england as a land locked minor nation? Land 20 divisons of paratroopers. Got a stalemate front? Land some airborne behind the lines to cause mayhem and cut off reinforcements.
