If you play as Canada you can pretty much sit back, build a huge army and tech up while you give your naval units experience by sub-hunting hunting and your air units experience by defending britain/bombing the continent. You can then choose to enter the land war when you feel like it.
Though I prefer Australia just cuz you're in a little more danger.
I also dont understand why most people suggest Italy - imho it is challenging country for beginners with need to cover lot of areas and all aspects of game with forces divided in Africa and Europe and Mid sea for control between (and overall Axis progress is very depenedant on you). As big pros tho, there is lot of Italy guides, including in-game tutorial and wiki.
